Implementation

INITIATING PHASE 1:

SHOCK Saves Lives provides leading service infrastructure to completely manage a companies' Sudden Cardiac Arrest program. The goal for such a program is to ensure that in the event of a Sudden Cardiac Arrest, or any other sudden physical, life-threatening emergency, that a plan is in place to ensure that individuals are confident to provide a prompt response, therefore increasing the chance of survival. As important to individual response is the peace-of-mind knowing that all state, local, federal and manufacturer guidelines are being met in time of need. Lastly, should such an unfortunate event occur, Post-Usage support, and the knowledge of such, helps round out a thorough and exhaustive program that all parties involved are confident in. The following is a description of the Phases of Service SHOCK Saves Lives provides for our clientele, whom we consider SHOCK Saves Lives Partners for Life.

CONSULTATIVE

To ensure a successful implementation of an AED program, SHOCK Saves Lives requires pre-rollout consultation. This approach helps all parties involved understand the scope of the program, flesh out any challenges, and prepare the landscape for a smooth implementation.

I. Assign SHOCK Saves Lives Territory Manager

Prior to the start of the clients' AED program, SHOCK Saves Lives will assign a dedicated Territorial Manager who will be the client's key contact for all phases of service provided. The client is also asked to assign a key contact. By having a key point of contact for both parties, communication is streamlined and therefore less obstructive for the client. The SHOCK Saves Lives Territorial Manager will be able to access and coordinate any and all desires for the client as well as provide real-time status for all phases.

II. Define Implementation Plan & Calendar

To begin the process, the client is asked to provide SHOCK Saves Lives a list of desired sites to protect. After which, SHOCK Saves Lives will create an Implementation Plan and Calendar. This Plan will include a proposed timeline for the following:

  • Site Assessment,
  • Onsite Service (including training),
  • AED Delivery, and
  • WebAED Implementation.

The Plan will be coordinated with the site's designated AED Coordinator to ensure smooth and convenient execution. This will also allow SHOCK Saves Lives to begin a very important relationship with the AED Coordinator, providing a long-time relational approach to the importance of the AED Program being activated.

III. Site Assessment

After defining the Implementation Plan & Calendar, SHOCK Saves Lives will then send representatives to each participating site to provide an initial assessment of the location or conduct a virtual site assessment with floor plans sent to SHOCK Saves Lives. This assessment will allow SHOCK Saves Lives to best define the ideal location of the AED unit as well as designated, site-specific response team. Actual device placement and assigned SHOCK Saves Lives team will be verified, selected and documented by SHOCK Saves Lives Implementation Specialist in our WebAED system (see Implementation below).

IV. Site Specific SHOCK Saves Lives System Recommendation

A deliverable of the Onsite Assessment is a site-specific SHOCK Saves Lives System recommendation. This recommendation will include the following:

  • Ideal AED Placement
    • To ensure a 3-5 minute response time from any location as well as high visibility.
  • Preferred Size of SHOCK Saves Lives Team
    • Each AED will be assigned a response team (per shift when applicable).
    • SHOCK Saves Lives team will be AED/CPR Certified by SHOCK Saves Lives.

V. WebAED™ Initialization

Having the site-specific information, SHOCK Saves Lives will begin to initialize its WebAED system with all applicable information. This will help expedite the implementation process and serve as a means of verification in the Implementation Process (see below).

IMPLEMENTATION

Having assessed the landscape and prepared the field for an AED program, SHOCK Saves Lives transitions to the Implementation Phase of the program. The key objective for this phase is to ensure that upon completion each site is AED Ready, without hesitation. This phase will also ensure the understanding in the field that all AED program issues, concerns or questions are to be directed to SHOCK Saves Lives and the associated support team.

I. Implementation Phase Activated

To begin this phase, the SHOCK Saves Lives Territorial Manager will inform the necessary parties that the Implementation Phases has begun, according to the finalized Implementation Plan. In addition, the client-specific support Web-Site and email address will be announced (www.shockforlife.com/ClientName, facilitating SHOCK Saves Lives' ability to respond to client-specific inquiries. These tools also provide a great outlet for the client's personnel in the field.

II. Equipment

In today's market, we have found that it is not uncommon for AEDs to remain in their box, in a globally unknown location if shipped without proper program oversight (see More than meets the Eye article in Occupational Health & Safety Magazine, June 2003). Getting multiple AEDs to multiple locations and making sure that they are ready to go upon arrival requires more than just shipping the AEDs to the appropriate locations. The following outlines the steps taken by SHOCK Saves Lives to ensure that proper Readiness.

  1. Ordering
The Operations Team at SHOCK Saves Lives uses the Implementation Plan & Calendar to base its ordering schedule from the proper manufacturers. Equipment is acquired well in advance of the shipping date.

  2. Initialization, Testing and Verification for Readiness
Once the AED arrives, the device is then assembled, initialized, tested and verified for Readiness, according to the manufacturer's guidelines. The AEDs are then repackaged and assigned to their proper locations, and are not shipped until the assigned ship date (see Delivery below).

  3. WebAED™ Data Entry
With the assigned specific location of the AED, the appropriate serial and lot numbers associated with the device are entered into the site-specific field within the WebAED™. In addition, any expiration dates affiliated with device consumables are logged as well.

  4. Delivery (Synchronized with Onsite Service Delivery)
To reduce site liability, SHOCK Saves Lives only ships ready equipment to arrive no sooner than two days prior to the delivery of Onsite Services (training etc.). To keep the equipment from getting in the wrong hands, the device is shipped to the site's designated AED Coordinator (defined in the Consultative Phase) with labels requesting that the shipment only be opened by a SHOCK Saves Lives Implementation Specialist. Also shipped with the equipment are any text books or materials needed for distribution during the delivery of Onsite Services.

III. Onsite Service Delivery Coordination and Verification

To help reduce the risk of cancellation, a SHOCK Saves Lives Services Coordinator will contact each site to verify the site's AED Coordinator, time and location of Onsite Service delivery.

IV. Onsite Service Delivery

SHOCK Saves Lives considers the delivery of services the most important aspect of a successful AED program. The key objective of this segment of the Implementation Phase is to ensure that once an Implementation Specialist has left the designated site, that the specific site upholds complete Readiness integrity and that the property and those affiliated are protected from sudden cardiac arrest. The following outlines the key components to this step of the Implementation Phase.

  1. AED Readiness Verification
Once the SHOCK Saves Lives Implementation Specialist arrives to the designated site, contact is made with the site's designated AED Coordinator. At which point the Implementation Specialist retrieves the AED from the box and verifies that the device is ready.

  2. AED Placement Verification
Working with the AED Coordinator, the Implementation Specialist then verifies that ideal location for the device (determined during the Consultative Phase) and makes any changes if appropriate.

  3. Training Delivered
The SHOCK Saves Lives Specialist then delivers the appropriate device-specific training requested of the client; which may include AED/CPR, First Aid, Emergency- Oxygen and Blood Borne Pathogens courseware. Again, the objective for the Implementation Specialist is to ensure that trained team members leave the class confident of their own ability to respond in a sudden emergency situation, which is dependent upon the SHOCK Saves Lives Specialist's ability to instruct in an engaging manor. This is why SHOCK Saves Lives only employs Implementation Specialists who are either nurses or paramedics.

  4. WebAED™ Orientation
With training complete, the SHOCK Saves Lives Specialist will provide the AED Coordinator and any other designated team members a live online orientation to the AED Manager™ system.

  5. Response Team and Equipment Data Entry & Verification
Once the delivery of Onsite Services has been completed, the final step taken by the SHOCK Saves Lives Specialist is verifying the data entered into the WebAED™. The key elements include:
    • Designated AED Location,
    • Site Specific AED Coordinator and Contact Information,
    • Class Roster/SHOCK Saves Lives Team per AED per shift (if applicable),
    • AED Specific serial and lot numbers, and
    • AED Specific expiration dates.

V. Clinical Integrity of Program Verified (via WebAED™)

As another means of verification, SHOCK Saves Lives has designed the WebAED™ to be an intelligent system able to verify and crosscheck all components of the client's AED program. Should any discrepancies arise, the system will inform SHOCK Saves Lives personnel who can then modify and verify as needed.

  1. Medical Prescription & Oversight
For every AED, the WebAED™ will ensure that compliance is met with regards to the Prescribing Physician and the Medical Oversight. The AED Manager™ system automatically provides both of these components at no additional charge, however, should the client like to designate their own Prescribing or Oversight Physician, such information will be noted in the WebAED™ by the SHOCK Saves Lives Specialist.

  2. EMS Notification
For every AED, the WebAED will notify the appropriate EMS facilities and personnel of the site's acquisition of the AED. As 911 Registration of these devices is put into legislation, the WebAED™ will automate that notification as well so that your program will always be in compliance.

  3. Program Activation
Once all corresponding data has been entered, according to each individual AED, a SHOCK Saves Lives Clinical Manager will activate the site's program. After which, the WebAED™ will provide continual monitoring of the site's AED program and automatically dialogue with the designate site-specific personnel to ensure compliance (see Service Plan Description).

VI. SHOCK Saves Lives Progress Reports

As a means of accountability and clear communication, the SHOCK Saves Lives Territorial Manager will facilitate weekly conference calls (as desired by client) with the designated Key Program Contact. In these meetings, progress will be reviewed. Though these calls only last between 5 to 10 minutes, they provide a consistent venue by which to address any questions that may arise through the term of the Implementation Phase.

MAINTENANCE

With the successful execution of the Implementation Phase, SHOCK Saves Lives then transitions to providing Program Maintenance which includes Management Automation, Program Indemnification, Readiness Monitoring, and Program Support, 24 hours a day, 7 days a week. The following describes the deliverables and services provided to each AED-specific site.

I. Monthly SHOCK Saves Lives Site-Specific Reports

Often times, a site-specific AED Coordinator easily overlooks their responsibility of overseeing the site's AED Program. A reason for this may be that such responsibility consumes so little of one's time, therefore allowing the oversight to be forgotten or ignored. Since lives are dependent upon this AED Coordinator's ability to be diligent about the AED Program, SHOCK Saves Lives has created a more engaging and automated process, through the WebAED™, for the AED Coordinator to participate in.

Each month the WebAED™ generates a SHOCK Saves Lives REPORT™ that is sent via email to the appropriate AED Coordinator. This report contains the following:

  • An engaging Save Story
    • Reminding the AED Coordinator of the importance of their role.
  • Program Compliance Status
    • Informing whether Ready or Action Required.
  • SHOCK Saves Lives Team Training Status
    • Informing whether Ready or Action Required based upon Certification Expiration and Shift (if applicable).
  • Equipment Readiness Status
    • Informing whether Ready or Action Required based upon Serial and Lot numbers as well as Expiration Dates.

DISTRICT STAFF INVOLVEMENT

SHOCK Saves Lives will work closely with the local EMS authority, Fire, Police and Sheriff, as well as regional medical facilities to ensure seamless communication. We would appreciate assistance in ensuring placement of the devices in locations as recommended and determined by SHOCK Saves Lives and the client. We would ask to assistance and cooperation in the development of a comprehensive quality assurance program for the PAD program. Periodically, tasks will need to be divided amongst members of SHOCK Saves Lives and the client. We do not anticipate this being an undue burden on the client. We would welcome any assistance available and offered. We see this as an opportunity for a mutually beneficial arrangement and look forward to working with you.
